The Niche of Impact Evaluation in East Africa

In 2018, we concluded a comprehensive study to determine stakeholders’ demand for impact evaluation, document gaps and identify opportunities for Decision Focused Evaluation (DFE) across five countries namely, Kenya, Uganda, Rwanda, Tanzania and Ethiopia. Findings indicate that there is limited use and uptake of impact evaluation across the countries due to limited financial resources, inadequate quantity and quality of technical skills, paucity of studies, low awareness and prioritization. However, there is general interest and appreciation by government and development partners to demand use of impact evaluation in policymaking and evaluation hence the need for networks and institutions of higher learning to build substantial institutional capacity to conduct impact evaluations.
