Moussa Bagayoko

Dr. Moussa Bagayoko is an international Monitoring and Evaluation (M&E) expert with over 15 years of experience overseeing the implementation of M&E and research for complex programs in Sub-Saharan Africa.
Currently, Dr. Moussa Bagayoko is a Programme Specialist in Monitoring & Evaluation at the P4 level at UNFPA, West and Central Africa, Regional Office, based in Dakar, Senegal. He leads the research and evaluation efforts for the Sahel Women Economic Empowerment regional program, which spans across 12 countries in West and Central Africa. Previously, he served as an Associate Research Scientist, and Head of Measurement and Evaluation Unit (MEL) at the African Population and Health Research Center (APHRC), Nairobi, Kenya.
Moussa is a public health specialist and Fellow of the East African Social Sciences Translation Collaborative (EASST) at the Center for Effective Global Action, University of California, Berkeley, USA. He researches maternal and child health, wealth, water and sanitation, and Health. His methodological and statistical expertise is in systematic reviews and meta-analyses, randomized and non-randomized experimental designs, and the application of advanced statistical methods for causal inference and impact evaluation.
He received his Ph.D. in Public Health Program Evaluation from the School of Advanced Studies in Public Health, in Mali, jointly with the University of Bordeaux, France. He has Knowledge and experience with a wide range of Evaluation methods including, baseline Evaluation, Rapid Appraisal, process evaluation, end-line Evaluation, and Impact Evaluation (experimental and quasi-experimental design), and he formulates proposals for evaluation strategies, policies, objectives, and methodologies. He has a strong understanding of how to mitigate the evaluation implementation threat – attrition, spillover, and contamination. He has extensive experience drafting and finalizing evaluation reports with high-quality deliverables. He also has a strong understanding of how to use the Evidence from the evaluation findings for decision-making and policy options.
Dr. Moussa has a long record of applying Monitoring, Evaluation, Learning, and large-scale program evaluation. Dr. Bagayoko is interested in evaluating the effectiveness of public health interventions, and health incentive programs in Africa that emphasize the use of impact evaluation techniques and cost evidence to generate evidence-relevant policy implications. Dr. Moussa is a member of the Network of Impact Evaluation Researchers of Africa (NIERA).
