As a Principal Data Protection Officer (Legal, Health) at Kenya’s Office of the Data Protection Commissioner (ODPC), Dorine plays a key role in ensuring that the country’s digital transformation in healthcare is anchored in robust, ethical, and accountable data systems.

In her role, Dorine collaborates with a multidisciplinary team to enhance regulatory compliance and advance data-driven governance across both public and private health sectors. Her professional experience spans policy development, legislative reform, and stakeholder engagement at national and international levels, making her a strong advocate for data privacy, transparency, and responsible innovation in health systems.

Dorine has contributed to national initiatives such as the Digital Health Bill and the development of cybersecurity frameworks, which underscore the critical importance of health data governance in driving effective and trustworthy decision-making. Her overarching goal is to strengthen data governance mechanisms that support evidence-based policymaking, enhance public accountability, and build citizen trust in digital health systems.

Through the NIERA Policy Fellowship, Dorine seeks to deepen her capacity to apply research evidence in developing digital health policies and frameworks that balance privacy, innovation, and equitable access to healthcare. By collaborating closely with researchers, she aims to translate evidence into actionable policy solutions that advance Kenya’s health and data protection agenda.

Dorine was paired with NIERA researcher Sam Muhula to develop a concept note examining advocating for data localization policies and independent governance structures that reinforce state accountability.
